Subject: Demolition, Evacuation, and Israeli Control of Palestinian Homes and Properties in Occupied Jerusalem.
Palestine National Council (PNC) extends its greetings and would like to inform you of the grave violations that the occupying power (Israel) is doing, threatening thousands of Palestinians with forced displacement from their homes in occupied Jerusalem, especially in the neighborhoods of Sheikh Jarrah, Al-Bustan, and Batn Al-Hawa in Silwan, and others.
In Al-Bustan neighborhood, there are 100 homes inhabited by 1550 people, threatened by immediate demolition and forced displacement of its residents, to establish a project called the "Biblical Garden" in its place, although some of these homes existed before 1948, and others before Israel’s occupation of Jerusalem in 1967. In Batn Al-Hawa neighborhood, there are 80 houses that are threatened with eviction this year, where about 700 people live in, and 14 of them have been evacuated out of 24 in which Israeli decisions were made to evacuate them.
As for Sheikh Jarrah neighborhood, about 500 people in more than 28 homes are currently threatened with eviction in favor of the settlers.
The Israeli occupation has given the owners until 2nd of May to evacuate them, while their owners confirm that it was established legally, according to the 1954 agreement with the Jordanian government and the United Nations Relief Agency And the employment of Palestinian refugees "UNRWA", that is, before Israel's occupation of East Jerusalem in 1967.
Likewise, a plan is being implemented to complete the displacement of the residents of 38 homes in the village of Al Walaja, which the Israeli occupation authorities decided to demolish.
PNC would like to draw your attention to the fact that these grave violations are occurring on the lestinian land occupied since 1967, in order to change its historical and religious features, destroy private and public property and displace the Palestinian population, to perpetuate the occupation and prevent the establishing of an independent and geographically connected Palestinian state with its capital the city of Jerusalem in accordance with the relevant international legitimacy resolutions.
These violations also fall within the definition of ethnic cleansing, as it is a policy that targets an ethnic and religious group, namely the Palestinian Arab people, to displace the Palestinian civilian population
from specific geographical areas and "cleanse" them, using violent, terrorist and coercive methods, and confine the Palestinian to isolated areas that are similar to ghettos (concentration camps), and then their removal, forcible displacement and deportation, and the deliberate destruction of their property.
The crimes of the demolition of Palestinian homes and the displacement of their inhabitants are lassified under the framework of crimes against humanity, and under the name of genocide, and can be ompared to some war crimes, and classified as a crime against humanity in accordance with the principles and provisions of the International Criminal Court.
Accordingly, PNC calls on you to do all that is necessary in cooperation with the relevant international institutions and the governments of your countries, to stop these crimes, and to intervene to protect the neighborhoods of Jerusalem, especially Al-Bustan and Sheikh Jarrah neighborhoods, from the risk of demolition, eviction and displacement of their residents.
We expect you to work to activate the international legal mechanisms, to ensure accountability of the Israeli occupation authorities and their settlement tools, and hold them accountable for their continuous violations of the rights of the Palestinian people, and to prevent their impunity, in light of the recurrence and the severity of these violations.
We also look to you to make all efforts to ensure that the measures stipulated in the Statute of the International Criminal Court are taken, in order to achieve justice for the Palestinian people, and to prosecute and punish war criminals for their crimes against unarmed Palestinian civilians.
