The PNC briefs the international parliamentary unions about the conditions of the prisoners in the prisons of the Israeli occupation

The Palestinian National Council (PNC) briefed the regional and international parliamentary associations on the conditions of Palestinian prisoners and detainees in the Israeli occupation prisons.

The Palestinian National Council, in identical letters sent by the Speaker of the Council Mr. Saleem Al-Za’anoon to more than ten regional and international parliamentary forums and unions, on the occasion of the Palestinian Prisoner Day, which meets tomorrow 17th April 2019, whereas the issue of prisoners is a central issue at the top of the priorities of Palestinian people and institutions at all levels, due to prisoners national sacrifice, which they have afforded for their people's freedom.

In these messages, PNC explained that the Palestinian prisoners and detainees are prisoners of war and freedom fighters, and the relevant international conventions apply to them. Thus must be released immediately.

PNC called on the world parliaments and unions to pressure the Israeli Knesset to repeal its racist legislation against Palestinian prisoners and detainees in particular, as the Israeli Knesset legislation violate the Fourth Geneva Convention.

PNC urged the parliamentary unions to demand that the relevant human rights organizations should meet their responsibilities to the Palestinian prisoners and respond to the incitement campaigns and punitive measures led by the occupation against the prisoners, the most recent of these is the Israeli occupation piracy of the money paid by the Palestinian government to the families of the prisoners and martyrs, which is part of the tax revenues collected by Israel for a fee on behalf of the Palestinian government.

PNC, in its letters held Israel - the occupying power - legally responsible for the violations committed against the prisoners, calling for the necessity of forcing the occupation to abide by the rules and conventions of international humanitarian law, which guarantees the protection of the rights of the prisoners, specifically the third and fourth of the Geneva Conventions 1949, which is binding on the occupation and must be applied to Palestinian prisoners as prisoners of war.

PNC also called for the obligation of Israel - the occupying Power - to abide by articles (90) & (91) of the Geneva Convention, to ensure the right of the Palestinian prisoner to receive the necessary treatment and to receive adequate health care

      

In its letters, PNC pointed out that since 1967 the Israeli occupation has arrested about one million Palestinians from all categories and segments of society. About (6,000) Palestinians are still in their prisons, distributed among (23) prisons, and detention centers, (47) female prisoners, (250) children, (430) administrative detainees, and approximately (1,800) prisoners suffering from various diseases as a result of torture, poor health care and deliberate medical negligence.

 

The Palestinian National Council explained that the vast majority of prisoners were subjected to one or more forms of physical and psychological torture and cruel and inhuman treatment, contrary to the provisions of Articles (83-96) of the Fourth Geneva Convention of 1949, and constitute a violation of articles (3) & (31) of the same Convention, and a violation of the Anti-Torture Convention 1984, resulting in the death of (218) martyrs prisoners since 1967.

 

PNC points out that the policy of detention carried out by the Israeli occupation, against the Palestinians prisoners, and transfer them outside the borders of their occupied country, constitute a war crime and a flagrant violation of the provisions of Article (76) of the Fourth Geneva

Convention, which stipulates that protected (imprisoned) persons should be held in their country.

 

The occupation continues also to pursue the policy of administrative detention, contrary to article (78) of the Fourth Geneva Convention.

It is worth mentioning that the Palestinian people commemorate the 17th  of April every year the "Palestinian Prisoner Day", which was approved by the Palestinian National Council (PNC) in recognition of the sacrifices of the heroic prisoners and detainees in Israeli jails and in support of their steadfastness.

 

The PNC calls for supporting the prisoners in their open hunger strike.

The Palestinian National Council (PNC) called for the support of the Palestinian prisoners and detainees in Israeli prisons, who began their open hunger strike after the Israeli occupation failed to respond to their demands, such as removing the jamming devices, and to restore visiting of Gaza Strip residents to their imprisoned children, ending the isolation of prisoners in the Negev desert prison, and stop the incursions, abuses and medical negligence against the prisoners, in addition to other demands.
In a statement on Tuesday, the Palestinian National Council said that the issue of prisoners and detainees is a national issue on the public and official level, where the leadership of Palestinian people is at more than one level handling the honorable battle to defend and take care of the prisoners’ legitimate struggle. The prisoners are on the top of our priorities, and are the vanguard of our national struggle and freedom fighters. PNC is calling for the implementation of all prisoners international conventions and treating them as prisoners of war.
PNC said also that the Israeli occupation authorities have escalated the procedures of solitary confinement, repression, harassment and restrictions on prisoners and detainees in Israeli prisons. Prisoners’ number is about 6,000 prisoners, including 750 prisoners suffering from serious and chronic diseases, whereas the Israeli prison authorities deliberately do not provide them with the medical care.
PNC said that the prisoners began their hunger strike two days ago, "The battle of dignity 2" demanding the implementation of the prisoners’ rights guaranteed by the related international laws and conventions, and asking to stop all punitive and inhuman measures taken against the prisoners.
The Palestinian National Council called on all international bodies, human rights and humanitarian organizations, especially the International Committee of the Red Cross, to immediately intervene to rescue Palestinian prisoners and detainees and to pressure the occupation authorities to provide conditions of detention that comply with the principles of humanity.
The Palestinian National Council concluded by stressing that the solution to the issue of prisoners and detainees in Israeli prisons is to release them immediately and return them to their families to live in dignity in an independent Palestinian state with Jerusalem as its capital.

The PNC in commemoration of the eternal Earth Day:The Arab summit calls for confronting Trump resolutions and protect the Palestinian land

The Palestinian National Council (PNC) affirmed that our people continue their legendry steadfastness on the land of their fathers and grandfathers, firmly defend the steadfastness, determine their destiny and return to homeland to establish their independent state with Jerusalem as its capital.

PNC in a statement issued on 29th of March 2019 on the occasion of the 43rd anniversary of the eternal Earth Day invoked the meaning of the sacrifice of our people in the 1948 lands, who sacrificed their lives for the land and adhering to it, that’s when the immaculate Palestinian blood was shed in the areas of Galilee, Almuthallath and Negev on March 1976, in response to the decision of the Israeli occupation to confiscate 21 thousand acres in those areas, whereby Israeli occupation killed six young Palestinians.

PNC confirmed that the policy of ethnic cleansing against our people, pursued by Israel since 1948 has not succeeded in uprooting and displacing the Palestinians from their land, even Palestinian population in historic Palestine increased to reach about 6.5 million, of which about 1.7 million are in the Occupied Territories since 1948.

PNC stressed that all the acts of occupation, and by occupying of the territories of the State of Palestine, starting from the expropriation of land, and the building of settlements on it, in presence of the protection and partnership of Trump Administration, is an attack against international law and the resolutions of international legitimacy. The latest is the violation of Security Council resolution 2334. Establishing settlements in the Palestinian occupied territories is a war crime, because it violates the resolutions, and violates Hague Convention of 1907, and the Fourth Geneva Convention of 1949.

PNC reiterated that the decision of the American administration to transfer its embassy to Jerusalem is null and void, as it takes place on occupied Palestinian lands, and the Israeli legislation for to establish settlements on the occupied Palestinian territories is completely illegitimate. PNC called on the upcoming Arab Summit to address the Trump policies and decisions and protect the Palestinian and Arab lands.

PNC called on the United Nations and its institutions to implement its resolutions on the Palestinian issue, which exceeded 700 resolutions which aim to commit Israel to end its occupation of Palestine, stop its organized crimes and enable the Palestinian people to self-determination and return to their land.

PNC renewed its demand for the Inter-Parliamentary Union (IPU) to condemn the Israeli occupation Parliament, the Knesset, which regulates the theft of the occupied Palestinian land, expelling its legitimate owners and building settlements under its racist laws, foremost of which is the "Settlement" Law, approved in February 2017 and legalizes the theft of Palestinian land. This law is a full-fledged crime.

PNC concluded its statement by stressing that our people everywhere are determined to get rid of the occupation and defend their rights, and pay tribute to the souls of the martyrs. The last is the martyr Sajid Abdul Hakim Mezher, 17 years old, the medic who was killed in Dheisheh Camp in Bethlehem.

It should be noted that the Israeli occupation exploits by force more than 85% of the historical area of Palestine, amounting to about 27 thousand Square kilometers, while the proportion of Palestinian population currently is 48% of the total population in historic Palestine. The number of Jewish settlers in the occupied West Bank reached 653,621 settlers by the end of 2017. The colonial sites and the Israeli military bases reached at the end

of 2017 in the West Bank 435 sites, of which 150 settlements and 116 outposts,and the rest are Military bases and others.

The PNC: There is no legitimacy for any declaration or recognition of Jerusalem as the capital of Israel the occupying state

The Palestinian National Council (PNC) confirmed that there is no legitimacy for any declaration or recognition of occupied Jerusalem as the capital of Israel the occupying state, from any side, whether statements made by the President of Honduras, the Prime Minister of Romania, or the statements of Czech President and opening of a commercial office of his country in Jerusalem the occupied city.
PNC said in a statement issued on Monday that these statements and actions violated international resolutions, including 476 and 478, which called on all countries to refrain from establishing diplomatic missions in the city of Jerusalem, which will be considered an explicit declaration of bias towards Israel the hostile and occupying state. This act constitute a serious threat to international peace and security, a violation of international law governing relations between States, and a irresponsible denial of the rights of our people, which are guaranteed, protected and inalienable.
PNC appealed to the parliamentary unions to address these breaches of international law and resolutions of international legitimacy, and the regulations of the international legitimacy bodies represented by the United Nations and its affiliated organizations.
PNC called upon the world and its relevant institutions to defend the resolutions of international legitimacy that guaranteed the rights of Palestinian people of self-determination, return to their homeland and to establish their state on the borders of June 4, 1967 with Jerusalem as its capital. PNC is calling for the activation of the international accountability tools against Israel and its supporters for non-compliance with international law.
PNC affirmed that those who recognize occupied Jerusalem as the capital of Israeli, the occupying state, are considered partners and protectors of this colonial occupation, and violate the Fourth Geneva Convention of 1949 and the successive resolutions of international legitimacy, including Security Council resolution 2334 of 2016.
PNC stressed that the State of Palestine has no capital other than the city of Jerusalem, the destination of our national project, which we will defend and sacrifice for it.

The PNC on the anniversary of the Battle of Al-Karama: Our people continue its struggle, and will not be deterred by the Israeli killing machine.

The Palestinian National Council (PNC) recalled the meanings of steadfastness and redemption of the united Palestinian and Jordanian blood on the battlefield of Al-Karama, in defense of the dignity of the Arabs and the restoration of the spirit of the glorious sacrifice. This eternal 51 anniversary is meeting 21st of March.

PNC said in a statement today, that the Palestinian people were inspired by these great meanings and continued their struggle and offered sacrifices of hundreds of thousands of martyrs, wounded and prisoners in the defense of dignity, sanctities and their rights to regain their freedom and return to homeland.

PNC stressed that our heroic people continues their steadfastness in their land in the face of the occupation's tyranny and brutality, and will not surrender, no matter how arrogant the murderous and assassinating Israeli machine has been. Knowing that today and yesterday, our people proudly, have presented a farewell to four martyrs.

As we celebrated the Mother's Day with the world, PNC on this day directs a special greeting to the mothers of the martyrs, who presented a farewell with patience and faith to their children martyrs, believing that their children martyrs are alive by their Lord, and they are waiting for the world, the free nations and its human rights organizations to protect their sons and daughters of Palestine, and impose the just punishment on the occupation leaders criminals who used to violate the Palestinian blood.

PNC also sent a salute to the mothers prisoners, especially the patient captive Esra’ Al-Ja’abees including 22 mothers prisoners in the Israeli prisons, among 45 female prisoners.

PNC concluded by saying: "The policies of the criminal occupation, the arrogance of its force and the assassinations and executions of our youth, amidst a shameful international silence, will not deter our people from continuing their national struggle until the martyrs' dream of freedom, independence and decent life is achieved, such as all the nations worldwide.

The PNC condemns the void decision of the Israeli occupation court to close the Bab al-Rahma Chapel

The Palestinian National Council (PNC) continued watching and condemns the severe Judaic measures against the Al-Aqsa Mosque, its buildings, yards, chapels and gates, especially the decision of the Israeli Court to close the Bab al-Rahma chapel, which is an integral part of the Al-Aqsa Mosque.
PNC said in a statement issued today that the Israeli courts are part of the colonial occupation regime in Palestine, which violates the relevant resolutions of international legitimacy, including the decision of the International Court of Justice in 2004 in particular, which confirmed that the demographic city of Jerusalem cannot be changed, therefore the Israeli courts decisions are null and void and will not change the fact that the city of Jerusalem with its Islamic and Christian sanctuaries is an occupied Palestinian city,
PNC confirmed that the decision and other occupation resolutions are considered an unacceptable attack on the right of one billion and seven hundred million Muslims.
PNC praised the solid and courageous positions of the Hashemite Kingdom of Jordan towards the rights of the Palestinian people, supported by a firm rejection of all measures and policies of the Judaization of the Islamic and Christian sanctities in Jerusalem, PNC is praising also the positions of King Abdullah II in his steadfast defense of the Holy City of Jerusalem.
PNC also valued the efforts of the Jordanian Parliament and its Speaker, Eng. Atef Al Tarawneh, in defending the rights of the Palestinian people and putting the issue of Jerusalem and its holy places at the top of its priorities internally and externally.
PNC considered that the Israeli occupation authorities committed in the city of Jerusalem, the capital of the Palestinian state, is inseparable from their crimes in the rest of the occupied Palestinian territories, including the daily attacks on the Palestinian citizens, especially the siege and closure of houses and the arrest of our Palestinian people.
PNC affirmed the right of our people to resist the Israeli occupation and its settlers until the demise of this racist occupation and the departure of the colonists from all the Palestinian territories, and establishing of an independent Palestinian state with Jerusalem as its capital, and the return of Palestinian refugees to their lands.
The Council saluted the Jerusalemites' steadfastness and their heroic defense, especially the Defence Habitanants (Al-Morabitoon) in defense of their holy city. PNC called upon the Arab and Islamic nations and all the free people of the world to express solidarity with the Palestinian people.

The battle to defend Jerusalem and its sanctities is a duty of the Arab and Islamic nations

The Palestinian National Council (PNC) asserted that the battle to defend Jerusalem with its Islamic and Christian sanctities is the battle of the Arab and Islamic nations and the free world, and it is no longer acceptable to leave its people alone to defend it against the Israeli aggression.

PNC stressed in a statement today that the Israeli occupation forces stormed Al-Aqsa Mosque and its courtyards and attacked the worshipers, guards, workers and citizens, and then closed the doors of Al-Aqsa Mosque after forcing people to leave. The occupation has proved to be in its plan to take over this sacred place for Muslims, with the ultimate goal of dividing Al-Aqsa Mosque both spatially and temporally.

PNC called upon the Arab and Islamic institutions, especially the League of Arab States, the Organization of Islamic Cooperation and the Arab and Islamic Parliamentary Unions, to implement all its resolutions concerning the city of Jerusalem, and not only releasing statements of condemnation. Jerusalem, its sanctities and its people need actual support.

PNC called upon the international community to take urgent action to stop the dangerous aggression on Al-Aqsa Mosque and to stop closing the Mosque before the worshipers, and to stop the policy of silence towards the procedures and policies of occupation in the occupied city of Jerusalem, and try to tamper with and sanctify the holiest religious places of Muslims, and hold Israel responsible for dragging the region into a religious war that will not rid the world of its repercussions.

The Palestinian National Council saluted the steadfastness of the holy men, women, children and young people for their defense of their city and its holy sites, stressing that our people continue to make sacrifices in defense of their eternal right in the capital of their eternal state, including its Al-Aqsa Mosque and Resurrection Church.

The PNC represents the supreme authority of the Palestinian people in all their places of residence. The Council then formed an all-Palestine government headed by Hilmi Abdel Baqi, who represented Palestine in the league of Arab States.The first national conference was held inJerusalem on 28May -2June 1964. This first National Council had 422 members, declared the establishment of the PlO, which represents the leadership of the Palestinian Arab people. The most important of which is the Palestinian National Charter, the Statutes of the Organization and others, and Mr. Ahmad Al-Shukairy was elected Chairman of the PlO.
