Catastrophe (Nakba): PNC calls on the world's parliaments to work with their governments to impose deterrent sanctions on the Israeli occupation

Palestine National Council (PNC) called on the parliaments of the world to take serious action at all legal and political levels, and to work with their governments to impose sanctions on the government of Israel, to end its occupation and forbid it from implementing the annexation plans for the territories of the occupied state of Palestine.

In identical messages, the Speaker of PNC Saleem Al-Za’anoon addressed the heads of Arab, Islamic, African, Asian parliamentary unions, The Arab Parliament, The European Parliament, The Inter-Parliamentary Union, European and Euro-Mediterranean Parliamentary Associations, and a number of heads of specific national parliaments in Europe, Africa, Asia, and Latin America, to remind them of their responsibilities towards the suffering of the Palestinian people for 72 years, since the Catastrophe (Nakba) in 1948.

In its messages, PNC added that the anniversary of the (Nakba) is accompanied by the announcement of the Israeli occupation government to take executing actions to annex large parts of the remaining Palestinian land occupied since 1967, to implement the President Trump's plan so called "Deal of the Century".

In its messages also, PNC said that the implementation of the Israeli-American annexation project is considered a cancellation of the agreements signed between the Palestine Liberation Organization (PLO) and Israel & USA, which is a further evidence that they don’t want peace, and seek to liquidate the Palestinian issue.

PNC called on parliaments to reject these plans and measures, and to take what is necessary to forbid its implementation, in order to avoid opening widely the doors of escalation in the region, calling on the governments of the world to support Palestinian people to get rid of the Israeli occupation, and to recognize the State of Palestine with its capital, the city of Jerusalem.

PNC called on also to freeze the membership of the Israeli Knesset (Parliament), which enacts laws that legalize settlement, annexation of Palestinian lands, in a complete contradiction with international law, and the goals and objectives of the parliamentary unions.

In its messages PNC urged the world's governments to continue supporting UNRWA financially and politically, and to respond to UNRWA's urgent appeal for US$ 93.4 million to protect Palestinian refugees from the risk of the COVID-19 pandemic.

PNC explained the measures taken by the Israeli occupation against the legitimate struggle of Palestinian people, by threatening Palestinian banks, on the pretext of providing their services to the families of the prisoners, the wounded, and the Palestinian martyrs.

Israel is continuing to escalate its settlements, its unjust blockade of Gaza Strip, its incursions into cities and villages, and refugee camps, and committing daily arrests, the demolition of homes, and the detention of the bodies of martyrs, PNC clarified.

PNC reminded the parliaments of the displacement of the Palestinian people 72 years ago, by displacing about 950 thousand Palestinians from their homeland, after committing the crime of ethnic cleansing against them by carrying out 250 massacres, and destroying 531 villages and cities.

PNC affirmed its adherence to the right of return of the Palestinian refugees to their homes from which they were displaced in 1948, in accordance with Resolution 194, ending the occupation and establishing the Palestinian state with Jerusalem as its capital in accordance with the relevant international legitimacy resolutions.

Continuing of the national struggle march until achieving all the goals, and the crimes of the Israeli occupation will not compromise the resolve of our people, PNC re-affirmed, stressing the unity of Palestinian people under the umbrella of the Palestine Liberation Organization (PLO), the only legitimate representative of Palestinian people in the homeland and diaspora.

PNC welcomes the stand of 130 British House of Commons members, rejecting the Israeli settlement annexation project

Palestine National Council (PNC) welcomed the stand of 130 British House of Commons members who demanded to impose sanctions on Israel, if it will implement the plan to annex parts of the occupied Palestinian territories, and considering it a dangerous precedent in international relations.
In a press statement issued by PNC Speaker, Mr. Saleem Al-Za’anoon, PNC appreciated the courageous stand of these members, who refused the Israeli violation of resolutions of international legitimacy and law of all its parts, which prohibit the annexation and settlement of occupied lands, as what Israel is committing now.
PNC urged the Inter-Parliamentary Union (IPU) and all parliaments in the world to declare its stand of rejecting the policy of annexation and settlement, which the new Israeli coalition government intends to implement, and urges to follow the example of British House of Commons members to protect the principles of international justice, and confront the policy of arrogance and challenging of international law and decisions, which vow of more instability, deterioration of security and destruction of any future opportunities for peace in the region on the basis of ending the Israeli occupation and implementing the two-state solution which is internationally agreed upon and protected by United Nations resolutions.
Friday evening, 130 British House of Commons members from various British parties had sent a letter to Prime Minister Boris Johnson, asking to impose economic sanctions on Israel, in the case that it annexed lands in the West Bank/Palestine.
It counts to mention that this letter was signed by former ministers from the Conservative Party, Lord Patten former President of the Conservative Party, and Mrs. Andrew Mitchell, the former Minister of International Development.

Palestinian Workers conditions under the Israeli occupation on the occasion of International Labor Day

Palestine National Council (PNC) called on the International Labor Organization (ILO) and international trade unions and labor organizations to defend the rights of Palestinian workers, protect them from violations of the Israeli occupation authorities, and protect their rights in accordance with the International Covenants and ILO standards.
In a press release issued today, PNC praised the struggle of Palestine workers, their continuous sacrifices for the freedom of their people, and building the Palestinian economy, despite the suffering they are experiencing as a result of the continued occupation of their homeland. PNC congratulated the workers on the occasion of the International Labor Day.
The suffering of Palestine workers is mainly due to the continued occupation of the State of Palestine, PNC said, and depriving Palestine workers - like the rest of Palestinian people - from investing their natural resources and wealth, as well as the Israeli absolute control over external borders and preventing freedom of movement and internal movement, which failed the natural growth of Palestinian economy and creating sufficient job opportunities for Palestinians.
More than (453) thousand Palestinian workers were affected by the Coronavirus crisis, PNC added, stressing the necessity of obliging the Israeli occupation to halt its racist measures against Palestinian workers, and to hold Israel accountable for its crimes, including throwing and neglecting workers at the checkpoints, on suspicion of being infected with the Coronavirus, without any humanitarian deterrent or offering them any treatment.
PNC noted that Palestine workers are exposed daily to Israeli occupation violations of degrading, inhuman treatment, extortion, and withholding their financial dues, in a clear violation of the rules of international law, international agreements and human rights charters, which guarantee workers’ rights, dignity and humanity. PNC called for the activation of international labor law too.
PNC also called on the Executive Committee of the Palestine Liberation Organization (PLO) and the Palestinian government to compensate workers who are affected by the measures imposed to combat Coronavirus, and implement the decisions of PNC related to developing of legislation and laws, which guarantee economic and social rights for the Palestinian working class, and promote union freedom.
PNC concluded the statement by affirming that the end of the suffering of the Palestinian people, in all its sectors and segments, will be by salvation from the Israeli occupation, self-determination and establishing Palestine independent state with Jerusalem as its capital.

PNC addresses the world's parliaments on the Israeli annexation and settlement government

Palestine National Council (PNC) calls on all world parliaments and unions to an urgent work with the governments of the countries of the world to prevent the implementation of the annexation and settlement plans that will prevent the establishment of the sovereign state of Palestine with its capital, the city of Jerusalem, on the 1967 borders. The Israeli decisions will have destructive consequences and catastrophic repercussions on the overall situation in the region.

Speaker of PNC, Mr. Saleem Al-Za’anoun sent identical messages today to the heads of Arab, Islamic, African, and Asian parliamentary unions, the Arab Parliament, the European Parliament, the International Parliamentary Union, European and Euro-Mediterranean Parliamentary Associations, to highlight the dangerous situation in the territories of the occupied Palestinian state, and the increasing risks of annexation and settlements expansion expressed by the agreement of the new Israeli government parties coalition headed by Netanyahu on 20th of April 2020, to annex parts of the Palestinian territories and impose Israeli sovereignty over it as of July 2020, along with the decision to confiscate lands in The Ibrahimi Mosque in Hebron which belongs to the Islamic Waqf (ownership), with the aim of judaizing it..
PNC indicated also that the Israeli occupation government continues to target Palestinian prisoners, sometimes with the deliberate medical negligence that leads to death, as what happened today with the prisoner Nour Jaber (30 years old) in the Negev Prison, and other times with legislation that threatens Palestinian banks from dealing with the salaries of Palestinian prisoners as a prohibited action.
PNC affirms that these decisions are daily interpreted into practical measures to annex the Palestinian valleys, Northern Dead Sea and settlements, in accordance with what was stated in President Trump's plan known so called "Deal of the Century". This is a horrific exploitation of the concern of the Palestinian people, their leadership, and the world in facing the "Pandemic of Coronavirus"..
PNC calls on world parliaments to reject the annexation and colonial plans, and take practical measures to ensure that Israel abides by the principles and rules of international law, and to put sufficient pressure on the Israeli Knesset (Parliament) to stop these policies legitimizing , which will destroy the two-state solution and threaten security and stability in the Middle East.
Therefore, PNC asked to hold the Israeli occupation fully responsible for the deterioration of the situation, and need to take deterrent measures against it by the governments of the world countries and the international community, and to take what is necessary to impose international binding mechanisms and put them into practice, and take measures to ensure that the Israeli occupation state complies with international covenants and decisions..
These plans and procedures constitute a blatant violation of international law in all its details, and the United Nations Charter and its resolutions related to the Palestinian issue, especially Security Council resolutions (2334, 440, 452, 465, 471, 476) that confirm the illegitimacy of the settlements, and constitute war crimes and crimes against humanity, and necessates bringing perpetrators to trial..
In light of the foregoing, PNC ascertains that the continued Israeli violations, impunity and accountability, will entail the Executive Committee of the Palestine Liberation Organization (PLO) and the government of the State of Palestine to go ahead with implementing its decision to freeze all Palestinian political, security and economic obligations towards the Israeli occupation. And to continue the struggle until the independent state of Palestine with its capital, the city of Jerusalem is established, and the refugee issue is resolved in accordance with Resolution 194.

The PNC: The lives of Palestinian prisoners in Israeli prisons are in danger with the outbreak of the Coronavirus pandemic

The lives of Five thousand Palestinian prisoners in the Israeli occupation prisons are in serious danger, PNC stated, after injuries were recorded amongst prisoners and Israeli jailers and interrogators, which resulted in infecting one of the prisoners, and increases the fears and risks of the transmission of the disease to the Palestinian prisoners, especially under inappropriate health conditions in Israeli prisons.

In a statement issued on the occasion of the Palestinian Prisoner's Day, which Palestinian people and the world's liberals commemorate on 17th of April each year, PNC affirmed the support for the prisoners in the Israeli occupation prisons in a fulfillment of their sacrifices, and confronting the dangerous conditions experienced by the prisoners, where the Israeli occupation authorities ignored the warnings and demands of prisoners and specialized international organizations, and deny the legal and humanitarian obligations, the lack of healthy conditions in detention centers, and the lack of the Israeli occupation response to provide the protection tools and requirements necessary to prevent receiving and spread of the Coronavirus among prisoners.

In light of the Corunavirus outbreak, PNC also affirmed the responsibility of the International Committee of the Red Cross and the World Health Organization to urgently intervene to protect detainees in Israeli prisons, to provide means of protection for prisoners and forming of an international medical team to visit detainees in detention centers.

PNC also noted the continued daily arrests in light of the spread of Coronavirus pandemic, in addition to the continued practice of physical and psychological torture, which harms and weakens the bodies of many of the prisoners, which has led to double their suffering. All these practices were documented by specialized local and international human rights institutions and organizations and supported by the testimonies of hundreds of prisoners.

PNC affirmed that Israel violates the prisoners’ health rights which guaranteed by the Third and Fourth Geneva Conventions, because the policy of medical negligence against them, procrastination to provide them with treatment and using them as a field for drug trials contradicts with the text of Article (76) of the Fourth Geneva Convention and the text of

Articles (13 and 31) of the Third Geneva Convention. The absence of quarantine rooms for the patient prisoners with infectious diseases, and severe overcrowding in prisons contravenes the provisions of Articles (81,85) of the Fourth Geneva Convention, while Article (109) of the Third Geneva Convention requires the captive State authorities to release prisoners with serious diseases, and those affected with seriously wounds.

PNC added: As a result of these systematic policies, there are about (700) sick prisoners, among whom (300) are prisoners suffering from chronic and serious diseases such as cancer, kidney failure, heart disease, and various disabilities, besides the presence of (180) minor prisoners, and (41) Woman and girl, members of the PNC, and (430) prisoners under the Arbitrary Administrative Detention Law, altogether resulting in the death of (222) prisoners inside the Israeli occupation prisons since 1967, of whom (67) died as a result of medical negligence, and (73) as a result of torture.

So PNC stressed the obligation of all signing parties on Geneva Conventions of 1949 to pressure the Israeli occupation authorities to release prisoners, especially sick and elderly people, such as the leader prisoners Fuad Al-Shobaki (81 years old), who is the oldest prisoner, along with women, minors and old prisoners.

The prisoner has the right to be released, PNC affirmed, it is not reasonable to remain imprisoned for life, as indicated in Articles (21, 118, 109) of the Third Geneva Convention, knowing that there are (14) Palestinian prisoners spent more than 30 years in person, and (26) Palestinians imprisoned before signing Oslo Agreement in 1994, in addition to (47) prisoners have been imprisoned for more than (20) years.

PNC appreciated all the local and international civil, human rights and humanitarian initiatives and campaigns, especially the (European Alliance in Defense of Palestinian Detainees) which launched the International Solidarity Campaign in several languages, most notably: English, French, German, Russian and Spanish. The campaign signed by more than 200 institutions and unions in 40 countries worldwide. Its aim is to publicize solidarity with the Palestinian prisoners, and demand to release them as prisoners of Freedom, and to save their lives, especially in light of the outbreak of the Coronavirus pandemic.

PNC calls on the international community to shoulder its responsibilities to provide support to the Palestinian people to face the pandemic of Coronavirus

PNC called on the international community and its related institutions and parliaments to assume their responsibility towards the Palestinian people who are facing the Israeli occupation and the pandemic at the same time, and to pressure the Israeli occupation to stop its policies and procedures of arresting, settling and demolishing homes, and to pressure Israel to release the Palestinian funds that were unlawfully confiscated, and to lift the siege on Gaza Strip, so that Palestinians can use the money to face the pandemic that threatens all the mankind.
In a statement issued today, PNC called on the relevant international institutions to pressure Israel to play its role and not to hinder the efforts of the Palestinian government in facing this pandemic, and bear its responsibility as an occupying power towards the Palestinian workers who are working in Israel, and bear its responsibility towards our Palestinian people in the city of Jerusalem and provide adequate health care to protect them from this dangerous pandemic.
PNC also called on the International Red Cross and the related humanitarian and human rights organizations to exert more efforts to protect our brave prisoners and detainees in the Israeli occupation prisons, and to pressure the occupation authorities to release them immediately, especially the patients, the elderly and women, and to provide all medical supplies to assist the prisoners in Israeli prisons to be protected from Coronavirus.
PNC renewed its support for the efforts and measures led by President Mahmoud Abbas, and the Palestinian government Prime Minister Dr. Mohammad Shtayeh, to protect our people from the "Coronavirus" pandemic which endanger the mankind.
PNC commended the exceptional measures taken by the Palestinian government, and harnessed all material and human capabilities to confront the Coronavirus to protect the public health in the State of Palestine, and praising also all the voluntary efforts of the Palestinian factions and local emergency committees to assist the government to besiege and defeat this dangerous pandemic.
PNC called on the Palestinian businessmen in the homeland and diaspora to support the "Waqfit-Ezz" Fund established by the Palestinian government, that formulated it of a number of Palestinian figures from the private sector, to support and shoulder the government's efforts in providing the necessary medical supplies in such circumstances that need unity and solidarity of all sectors to maintain the safety and health of our people.

PNC on The Land Day: The Israeli ethnic cleansing policy failed to uproot our people from their land

PNC affirmed that the Zionist ethnic cleansing policy, which has lasted for nearly a hundred years, has failed to uproot the Palestinian people from their land where they lived generation after generation for thousands of years.
In a statement issued today, on the occasion of the 44th anniversary of the Eternal Land day, PNC recalled the meanings of sacrifice and redemption of our people to defend their land, and recalled the immaculate blood of the martyrs in the Galilee, Al muthallath and the Negev on 30th of March 1976, in response to the decision of the Israeli occupation to confiscate 21 thousand dunums in those cities, where six Palestinians were killed.
PNC affirmed that the policies of the Israeli occupation include land confiscation, settlement building, ethnic cleansing, house demolitions, in addition to applying of racist laws, the Judaization of Christian and Islamic sanctities of Jerusalem, and other tools of oppression, killing, and detention, all of which did not succeed in dissuading the Palestinian people from holding onto their land. The Palestinian people is exceeding 13 million, about 6.6 million Palestinians live in Palestine, the land of parents and grandfathers, in addition to about 6.727 million Palestinians are waiting to return to their lands from which they were displaced by the massacres and Zionist terrorism.
The Land Day anniversary this year comes while the Palestinian is subjected to two simultaneous attacks, the PNC added, the first: The Coronavirus pandemic and the second: The Israeli occupation that is racing against time to implement the
articles of the American so-called "Deal of the Century" to uproot the Palestinians from their land and accelerate the pace of colonialism in a flagrant violation and aggression of the international law and international legitimacy resolutions, in particular UN Security Council Resolution No. 2334 of 2016, The Hague Convention of 1907, and the Fourth Geneva Convention of 1949.
Israel, its leaders and those who protect them - led by Trump Administration - did not realize the secret of the eternal relationship between the Palestinian and his land, and his willingness to sacrifice for it, the PNC said, especially in the difficult circumstances that all of humanity is facing because of the Coronavirus pandemic, which emphasized the ugliness of Zionist colonial and racist thinking and behavior, which took advantage of the sanitary conditions of the Palestinian people, as this occupation and the settlers continue to storm villages, cities and camps, and to arrest, attack, and kill Palestinians, demolish their homes and facilities, and build settlements in their land.
PNC extended a greeting of reverence and dignity to our steadfast Palestinian people under the flag of the Palestine Liberation Organization (PLO) and the leadership of President Mahmoud Abbas, who, along with his people, continues the journey of the martyrs, the wounded, and prisoners to achieve the goals of returning and establishing an independent Palestinian state with Jerusalem as its capital, in accordance with the relevant international legitimacy resolutions.

The PNC represents the supreme authority of the Palestinian people in all their places of residence. The Council then formed an all-Palestine government headed by Hilmi Abdel Baqi, who represented Palestine in the league of Arab States.The first national conference was held inJerusalem on 28May -2June 1964. This first National Council had 422 members, declared the establishment of the PlO, which represents the leadership of the Palestinian Arab people. The most important of which is the Palestinian National Charter, the Statutes of the Organization and others, and Mr. Ahmad Al-Shukairy was elected Chairman of the PlO.
